The problem needs to be addressed from bottom up.We as Indians think that we can throw garbage anywhere outside in the open - but not the dustbin. such a mindset and upbringing of children (that it is ok to litter anywhere BUT YOUR OWN HOME) later transforms into a bigger scale such as this huge mismanagement of waste material. The Prime Minister cleanliness drive etc. are good steps, but not at all enough.
