Yes there is a technical way of wheels under the wheels, we filing first appeal, and then second appeal and keep fighting it. But why. Why make the system so convoluted?
The whole point is can't the grievance department ask the concerned department on why they are not providing information, and act upon and simply provide the asked information.
It should be handled between department otherwise what is the point of an RTI grievance department at all. This is the main reason a working class person with limited time and energy has no information on how our system works, what is going on in his community, and has defeated apathy towards the system.
And above all why we have to go pillar and post to look for basic data and information on which such a massive construction work is going on.
Can't this information be posted on the website itself. Is anyone listening??
