Chinese or Singapore systems promote political meritocracy from the grass root level and their systemic legitimacy comes from result oriented performance and is less dependent to derive it from popular outcome of universal suffrage .

In India, whoever holds majority, current or last ruling party, the debates always drift towards winners are right and losers are wrong (since we have more seats) and many times the merit of arguments are shadowed by a supposed popular wins every 5 year.

Our current parliament logjams, long list or bills pending, slow reforms, short term populism and related wastage replacing long term planning are making it very important to look for political system reform.

We should believe in our current one head one vote format to keep the rulers in check (which is a problem seen in Chinese and Singapore systems), but the pool to select from should be very meritocratic and evaluated independently.
