Does below profile picture of MOS Environment (India) highlights something about our leaders and citizens?

Disclaimer :- Its not about any political party, just a minister's public page, and I believe it highlights the real problem with India. There are many such across party lines. Just came across this one most recently.It relates to our top soil conservation and rain water management. And break heart when a minister of environment poses (unknowingly) with the biggest environmental hazard our urban space are facing.And of course there is a broom, and happy Indian citizens with their cameras.The problem magnifies when India puts a cost of $ 2.5 Tr. as part of its INDC at @cop21 (mostly coming out of tax payers as per my reading).

Hope we can put some sanity around our processes.
