I think our efforts on Digital India movement should fix Right to Information System as the first step. Simple put as per Broken Windows Theory if one system is broken any other system built around and after that would use a lower benchmark in implementation and would drift towards similar fate.
Which happens a lot in India. Its about the process and the mindset.
